In fact New Zealand requires all DVD players sold in the country to be 
region-free.

Region-free DVD players are readily available if you know where to look, 
but limited in selection as the DVD Consortium discourages them and most 
big-box stores don't carry them (in order to support their DVD departments).

They however are perfectly legal to own in the US.
