For sure 6-bit would be 64*64*64 = 262144 colors, which is definitely *NOT* 16.2 million.
Even 2 colors with 8 bits and one with 7 bit would be a bit more than 8 million colors. Therefore the reason must be something else than bit depth, though I haven't any clue what it might be, sorry.
