Obviously, compared to a straight discount. When a rebate is a feature of an item's pricing, I'm pleased at the prospect of eventually recovering a portion of the cost. The rebate process, however, can be a benign frustration. Godders, I'd advise against your buying any discounted item simply because it's on sale?
