It has several very effective contrasts going on. 

The green open space around the curve contrasts with the city; the
implied movement of the cyclists contrasts with the static city, and
also complements the curve. The curve of the open road contrasts with
the straight line of the city road. The curve contrasts with the
straight lines and boxes of the building. The 2 solitary figures
contrast with the implied large population of the city, and implies a
freedom that the people in the city don't have - the contrast between
leisure and work. There is a very good play with the scale of the city
and the people. That little bit of colour on the nearer cyclist brings
the eye right there, despite their small scale against the city.

It's all very good for those reasons and probably many more.

There are some small factors that make it less than perfect, but the
overall effect makes them insignificant and not worth mentioning.
