That happened to me a lot when I commuted by cycle in the UK. I was constantly amazed by the courtesy shown by drivers as they'd always stop to let me through. I think it's because drivers there expect a certain amount of congestion/delay so are generally more patient (either that or the South of England is a bit.... different).
