Scott,

You're talking about a flatbed scanner, not a film scanner. Any good  
film scanner will outperform a flatbed scanner, in general. I'm not  
particularly familiar with the Canon 8400f but it's a low end model  
flatbed scanner with a transparency cover ... I would be willing to  
bet that even my ancient Minolta Scan Dual II would do a better job.

If you want quality film scanning at a reasonable price, look for a  
used Nikon Coolscan IV ED or almost any of the Minolta Scan Dual II  
or later, or Scan Elite, models. I recently purchased a used Nikon  
Coolscan IV ED (4000ppi, one of the best made scanners ever) for just  
over $300. Well worth it!
