It could be a float valve that won't close due to debris or simply a  
cocked valve. If that's the cause, then the screwdriver rapping might  
help. But the cause is just as likely to be a float that has a  
perforation on the seam. If the float fills with fuel, it won't rise  
to close the valve. If the screwdriver rap doesn't help, remove the  
air horn and float. Then shake the float to see if it's full of fuel.  
If it is, you either have to replace it or drain it and plug the leak.
