The compression gets optimized locally, but AFAIK the bit depth stays at 8bpp (24 bits overall) from top to bottom. To me the bit depth is much more important than compression because that's where all the smooth gradations and subtle tonalities come from. IMO the highlights could get away with just 4 or 8 bits but shadows need everything they can get.
Incidentally, why has JP2000 been shunned by camera manufacturers? About time the license owners sucked it up and started discounting the license fees, or else they'll be stuck with 100% of an obsolete white elephant.
