I can't say I've noticed these problems. Most of the galleries I made with  
jalbum are for quickly sharing snapshots with friends and family. I can't  
say I've been overly critical of them. The ones I have online look fine to  
me (at least in that regard :o)
Thinking about it, I'm not even sure I used the resizing option in Jalbum:  
my photo's are scanned negatives, and I usually resize the to something  
web-friendly during post-processing...

I can run a quick test of Jalbum's resize algorithms vs photoshop and  
irfanview tonight, if you like?
