So, I expect at least the subject (as opposed to just the object) of
the caption sentence being in focus.
If indeed, the photographer's intention was to draw attention to
the CIA Director, then the caption should have been something like:
"CIA Director .. listens to his resignation being announced by ..."
or ".. while his resignation is being announced by ..."

[wistfully] Oh, the lucky photographer who is allowed to write his own captions!
