Nothing wrong with Picasa or RSE but I don't understand ...
Why you don't simply look at the PEF files using Photoshop CS' File
Browser? File Browser in CS, and Bridge supplied with Photoshop CS2,
allows you to browse, sort, rotate, and set up the RAW conversion
parameters for Camera Raw. You can then have all the files converted
as a batch operation directly to Photoshop CS[2] format for further
processing.
The RAW file originals remain unaltered in any case.
