I'm not trying to make a major issue out of it. It seems to me that the jackass inquiries could just be ignored (i.e., punish the naughty children not the nice), or that an official statement coming firsthand to the list would have quelled much of the issues.

I suspect there are some cultural differences at play here.
You expect agreements to have rules and all possibilities tidily sewn up to limit liability and litigation. We still shake hands up here and live by the spirit of agreements, rather than the absolute letter of them.
It may not be the right way in some peoples minds, but it is our way.
