In this case I think it did, because it helped preserve detail in the clouds and prevented the rainbow from blowing out too much. Perhaps I got double lucky ;)
IMO, it's spot on..as the saying goes. Beautiful scan of a terrific shot! Use a polarizing filter?
No filters there... I don't think I've ever used a polarizer with Velvia.
