The Viceroy has a black band on the hind wing that is absent on Monarchs. Side by side photos here:

Although the Viceroy in their example has a rather pale black band. This is much more typical:

I've never seen a Viceroy completely lacking the black bands. The front wing pattern is different in the two butterflies, too, but that is more subtle.
