The BIOS shows this message at boot time when you connect your IDE harddisk
with an older cable instead
of the newer "80 conductor cable" ones (usually blue colored connector) *or*
if it by mistake "thinks"
you did so.
If it is true, then your harddisk would not be accessed in the fastest
possible Ultra DMA mode, which still should be pretty meaningless regarding
to speed. Sometimes slower is even safer.  If you did not do anything
with the cable connections yourself or the BIOS settings, you could try
resetting the BIOS to it's default or have a look for a BIOS update for you
board. Some BIOS let you disable this message also.

Windows freezing can have a lot of reasons including hardware ones (like
PSU, memory,overheating).

I would  scan for damaged system files with
--> Start --> run --> type "sfc /scannow", have your XP disk ready for that.
Second would be a repair installation
or the installation of the latest Service packets.

I assume you use a recent Antivirus Program, a Firewall and have checked
your harddisk(s) for errors with
"chkdsk c:/ f" ?

The use of (the old)Regcleaner with XP is not recommended, it cleans out too
much entries especially for Symantec products and Office. If you already did
use it, try to restore the cleaned entries from a backup set inside the
program.
Use it only to delete unwanted startup programs, not to clean the registry.
