I haven't worked retail in a couple of decades, but when I did
(selling musical instruments as a summer job), it was my understanding
that spiffs were not to "thank the salespeople", but rather to get
them to push the product over those of other manufacturers.

No doubt you're right, Canons fly off the shelves without the spiffs,
which is why they're not needed or used.
