If the initial settings screen is coming up, that means the camera
has not yet been initialized with date and time information.
When you go through the format sequence I articulated in a prior
post, when you elect the final Format and OK button, the camera says
"formatting" and the IO light is lit for a few seconds.
Try taking the batteries out for a while, like 20 minutes. While
they're out, turn the camera on and press the shutter release, to try
to consume the last power in the storage capacitor. Replace the
batteries, switch on, see if it will accept a date/time input and the
OK button input.
If it doesn't, I'd wager that the OK button contacts are defective
and you have to exchange the body for another one.
