The DNG Converter that comes along with ACR 3.1 is usable with PSCS. Unfortunately, ACR 3.1 is not ;-((
I don't know if there's any substantive difference between the DNG program that comes with ACR 3.1 and the one that came with ACR 2.4, but it certainly can't hurt to have the latest version.
