Besides, being involved in a military conflict isn't the same as being "hell bent on starting" them. Would anyone seriously suggest, for instance, that Wilson and FDR started, respectively, WWI and WWII? But they were involved (eventually.) (I know, not recent. Just the first examples that come to mind for illustrating the difference between "starting" and "being involved.")
