Some deranged fellow in a cafe wiped out bunch of people and this was the
basis for the restrictions. Of course, the weapon/s used by this fellow
were already illegal, but nobody seemed to care much.
Some years ago, a deranged fellow opened fire inside a restaurant in
Texas. This incident was cited often in the campaign to pass a
"concealed carry" law here (the theory being, several people in the
restaurant had weapons outside in their vehicles; if they had had them
on their persons, someone could have stopped him.) So now, Texans can
obtain licences to carry concealed weapons.
