these days, you would do something like what Photographer's Edge offers. your costs are high unless you deal in quantities of hundreds, but they cater to do it yourself card publishing.

A few years ago, a friend of mine decided she wanted to do Christmas cards for fun and profit. I believe she set up her own publishing company (not hard, just register a name) and she found a small press company who could do the short runs that she was after. Her interest was to get her work into small independant shops, rather than large chains. I suspect that the large companies (Hallmark, et al) probably have their own in house everything, and aren't too interested in talking to independants.
