I don't know. The odd flame war once every two or three months makes for
amusement. As long as it doesn't get out of hand, and in the last six
months I'd say that well over 90% of posts have been fine, if not always
precisely on topic.
The problem is usually one individual who comes, attacks everybody, then
thankfully disappears. The most recent example being a certain AA.
Emphasising the OT in the header rule might be helpful, though. We're
(almost) all guilty of not doing that.
You're never going to stop those who want to have their say, even if they
don't have much actually TO say.

So stating your point once, or maybe twice, is all that is needed.
Flame wars are started when one can not accept someone else disagreeing
with them, many of us on the list do not even agree with ourselves so
there is always going to be different points of view.
