I find the background rather distracting, especially that bottle of
water near her shoulder, and the bright table-top.

I think it might have worked if the dof were a bit narrower, to
isolate her a bit more from the background.

I also find the colours distracting - here's one screaming for b&w, IMHO.

Too bad, because the subject herself is interesting, especially
covered in that white shroud, sitting in the wheelchair, with that
look on her face (can't decide what the look is, but it's
interesting).  I also really like the one hand visible, holding the
cloth around her neck - that's a really strong element, IMHO.

A lot going for it, but the distracting elements really hold it back, IMHO.
