Its a combination lock with a master key access.

There was a guy on one of the morning breakfast shows yesterday
talking about luggage security and he was recommending these locks.

A few months ago I saw a small documentary about how French customs
handled luggage inspections. There was one scene where a customs
official pulled out a key ring about 10" in diameter jam-packed with
keys. He went through them until he got the lock open.  If the lock
happened  to be a combination type, that was even better, because they
were easier to pick open <g> When he was done he repacked the bag and
left a letter in the suitcase informing the owner that it had been
inspected.

Anyway I found it interesting.
