I tend to work these kinds of issues using Photoshop's Adjustment Layers. Small adjustments, one section of a photo at a time, masking out areas you don't want to affect with a soft-edged brush. For this image, two layers brings it into a more reasonable range:

I really like this pic and I think I'm getting a handle on dealing
with high contrast but the foreground bothers me.
Too light/dark, different crop?
