next time, try two exposures at each position, +1 stop and - 1 stop. don't need the split neutral density for the amount of difference that i see in the image. i also suspect that using the PSCS Shadow|Highlight adjustment would lighten up the foreground enough. it looks unbalanced with too much light above and not enough light below. or, you could crop out the land below the water.

If I had more time I would have tried shooting with a split neutral density filter to bring out the foreground, but as I've mentioned this was sort of a drive by shooting. I had been in the park for the past two weeks and we never had a clear morning when the range was totally visible.
I used Panoramamaker by Arcsoft - purchased soley on the results shown by Geo Lepp.
