The software for the *ist-D/s requires native libraries only found in versions of Windows that came later than Windows98/98SE. That means the driver won't work with Win98/98SE and earlier.
Your best option is to get a USB SD card-reader (or CF for the *ist-D). Or, if you're using a laptop, you can get a PCMCIA/Cardbus SD card-reader. That's what I use on my older Win98 machine, though in general I prefer my newer WinXP notebook anyway, because the older Win98 notebook just doesn't have the horsepower to deal with 12MB RAW files. ;)
