If you want to save the layer structure you really should just use a PSD. Saving as a TIFF file doesn't gain you anything (and may well lose some of the layer relationships), loses you the editing history, etc., etc. Furthermore it may well confuse some programs which think they know how to deal with a TIFF, but aren't pepared to handle multiple layers.
