How do you turn on built-in firewalling?

Mac OS X v10.3.x (Panther): System Preferences -> Sharing

Services tab:
check the sharing services you want your system to support
Firewall tab:
check the services you want firewalling to allow, then press the Firewall "On" button

If you use ftp, set ftp in your network settings to PASSIVE mode.

I use my administrator's account for work, because I want to have access to file vault. Can I use file vault from a user account?

Of course. The only requirement is that when you start FileVault, only ONE account process can be actively logged in.

There's almost never a need to run as an administrator unless you're making system-level settings or configuration changes. Software developers *sometimes* need administrator access because they need access to otherwise protected components when building software, but that's really an exception.
