When shooting JPEG you're shooting 8-bit color, RAW gives you 12-bit. That probably contributes to your observation.

First, the RAW conversion will be somewhat more detailed and sharper. You could fine tune some of the color, but adjusting the different values seperately. The gradation between shadow and open areas would be smoother in the converted RAW. (I don't know why, but it is.) Finally, you could improve the shadow areas a bit more after conversion with the Shadow/Highlight tool. But jpeg severely limits you.
