Well, as far as I know, they are basically the same. But, IIRC, CS also has
an advanced tab which Elements 3 does not. Not sure what it covers.
The Camera Raw v2.4 plug-in is the same in both application environments, but working in CS you have access to the Advanced mode. This gives you two more tab panels of controls: one for correction of lens aberrations (G-R and B-Y fringing), and one for customized color calibration. Minus these two control panels, the RAW conversion is identical in both applications.
Photoshop CS allows for extensive batch conversion automation (not sure about PSE) allowing an arbitrary number of like images to be converted with predefined sets of settings and combined with Photoshop action scripts as well. You can also apply sets of RAW conversion parameters and preview the results before committing to the lengthier conversion operation ... that's pretty useful.
