No.  On a Pentax camera, Program mode doesn't allow user adjustments
(unlike on a Canon, say, which really provides a shiftable Program mode)
They're still not the same, though; though the immediate effect is the
same, they act differently when lighting changes.

In a Program-Shift mode, the camera is still free to adjust either
shutter or aperture as it sees fit; it's just that the user can
bias this towards using a slightly higher (or lower) choice for
one setting, and a corresponding adjustment for the other one.

In Hyper Program, once you touch that shutter dial the shutter
speed will stay at the value you selected; the camera will *only*
adjust the aperture, should the lighting change.  Similarly, if
you move the aperture control that value becomes fixed, and the
camera will only adjust the shutter speed, if necessary, to make
up for any changes in lighting.
In other words, moving either control really switches the camera
into the appropriate Tv/Av priority mode, as well as actually
changing the shutter speed (or aperture); the camera will never
change a value the user has explicitly selected until the mode
is changed (by the user either moving the other control, or
pushing the green button to return the camera to program mode).
