On my photo mailing list, I had two people whose displayed
photos were often off kilter in color or grayscale tonal
balance. Their work looked right on their monitors (Windows
systems), but was not rendering correctly on three different
screens on either my Apple systems or on the Windows systems I
had access to. Most significant to me was that the images
rendered differently depending upon whether they were displayed
in one of four browsers or in Photoshop. All of the screens I
was testing their work with had been calibrated and profiled. 

After a few rounds of discussion and debate, which sounded
almost exactly like the above quote, one of them calibrated
their screen and eschewed use of "Save for Web", started
embedding the ICC profile into the JPEG files. All of a sudden,
all color shifts were gone. The other individual followed suit
almost immediately thereafter. Now both of their work displays
perfectly and does not change in any of the browsers or between
Photoshop and the browsers, and even looks right on either Mac
OS and Windows. 

So, whatever the truth of the matter might be in terms of what
you think a given web browser might do, to minimize color shifts
between applications and Photoshop/browsers, a) use a hardware
colorimeter to calibrate and profile your screen properly, and
b) embed ICC profiles in your JPEG photo files.
