No. If you want to upsample, it's better to do it in stages using the Image->Image Size... dialog so you have more control over the process. Or using some more sophisticated techniques, like with Genuine Fractals or other packages.
I've been printing to A3 Super size and getting fantastic
results without any upsampling, so I've not seen much need for
it.
