Have you checked into the cost of buying a digital photolab?
You want a place with Photoshop terminals and a digital lab capable of going to even a 12x18 inch print, you will probably be spending close to a million dollars.
Pragmatically speaking, that is a lot of money for a camera store to bandy about spending.
