Sorry I'm not following, my USAF test targets have pairs of B&W lines but they are arranged in sets, each diminishing in size. And when I'm using these types of test targets to assess the resolution of any digital system I would expect the limit of resolution would ideally be the target pair that render on the given sensor as alternating single rows of black and white pixels. If you are suggesting that you need to be able to confirm the period (1.5 cycles) by viewing 3 lines then I agree? But of course generally at least 2.5 cycles are available on most practical targets.
