L-ion batteries work effectively down to about -20 deg C, TFTs and LCDs on the other hand don't like the cold (normal temp range LCDs and TFTs generally work down to only 0deg C). So I'd assume that the operating temp limit specs were more a function of LCD performance than power issues.
