You'll want to be working in Dreamweaver . . . go to the Commands drop down menu, and choose "Create Photo Web Album". It seems to use the page you have open as a starting point (though I haven't experimented to prove this) . . . so whatever 'blank' page you have open it will add to.
It gives you options for up to 3 titles, asks what folder your images are in, where you want it to save the modified images, thumbnail size, # columns, and asks for thumbnail format, and scale.
Very useful little tool . . . for me at least. After it's all done, you can even edit individual pages to add text of your own for each photo.

Ok, seriously, this is for PC and Mac crowd . . .
I use Macromedia Studio. Dreamweaver is the web editor, and it uses
fireworks to automate the process. After using FrontPage, and various
other freeware webeditors, I decided that Dreamweaver is the best.
