Interesting question. There certainly were photographers who considered
themselves as artists in England in the 19th century. Lewis Carrol and
Julia Margaret Cameron being two of the best known. Cameron stated
specifically "My aspirations are to ennoble photography and secure for
it the character and uses of High Art". I don't know about exhibitions,
though.
