I think you should read the Pure-Silver list for b+w info instead.

Having said that, I have a very specific reason to presoak: I load wet
reels. Loading wet reels will cause small drops of water to soak into
the film. These areas will have a different density. Pre-soaking
eliminates this.

I don't see any difference between soaked and unsoaked film, except
for the lack of spots.

There have been very informative but inconclusive threads on this
topic on the pure-silver list.
