"Cheap" is a very subjective concept.  I have a multi page form that I sell for $39.99.  If I add $39 to that price, I won't sell any.  I would rather distribute it as a PDF but because of the cost to make a savable form, I have to distribute it in Excel and OpenOffice.org formats.  My buyers certainly don't think that $39 is "cheap". Tying in the purchase of software, in addition to the forms, may be another problem.   Finally, I think the mininum number of seats for the alternative to Approval is 1,000, isn't it?   And, finally finally, isn't the price for the Reader extension several thousands of dollars per form?   I'm just trying to let the poster know that what they are trying to accomplish could be costly.
