Thanks again for your interaction.
I guess my response was too short... We've already done that. The 2 digit
decimal place setting does NOT prohibit the user from typing more than 2
digits. Then, it rounds out the number.
We need Acrobat to do one of the following (in order of preference):
- Prohibit the user from typing more than two characters after the
decimal.
- Allow them to type more, then truncate to 2 digits with NO
rounding

Sorry, my answer was too short...
The maximum number of digits setting is in "Actions" panel, not in
"Format" panel.
Go to "Format" panel, you will find a "Decimal places" drop-down menu,
just under the "Number options" item.
Then, select "2".
