What causes a PDF form in reader 6 upon "submit" to give the error Message "This operation not permitted". It gives no other explanation. I've had this problem with 6.0 and 6.01. These are being submitted via email. There is no way that you can work with PDF forms under a browser in OSX. However, Reader 6 has the capability to do its own submit, without the need for working under the browser. You might try that out. However, it is not sure at all if the response can be displayed and handled properly. Hope, this can help.
