What you are trying to accomplish has been an age old problem with forms from the beginning. Not only in pdf but in html and paper as well.
There is really no solution in pdf unless someone counts spawning pages and counting the number of characters in any given text box and then putting the overage on a new page. That's the bad news.
If you are willing to look at html, we have a solution. Go to the We Do That Technologies website and Test Drive, there is an "Expanding Field" demo that will show you the problems in html and pdf forms and our html solution.

... but they have now decided that under certain circumstances, the
form may grow to two pages, depending on what is included in one or two of
