One way to change the DST time/dates on Win 98 is to use MS' 
Time Zone Editor, tzedit.exe, a part of Windows 98 Resource Kit 
under the directory tools\reskit\config on your Windows 
installation CD.  You can also get a copy (zipped archive with 
help file) from a link at
<http://www.softshape.com/cham/manual/tzedit.htm>.

For those having a problem with MS' time server
<time.windows.com>, one alternative is
<us.pool.ntp.org>.
