I see you've gotten a couple of replies to this, but to add to 
those; IE7 has an erroneous overzealous anti-Phishing feature 
that is causing many problems.  I know several people that are 
having their totally legit decent websites tagged as a Phishing 
type site.  There are many threads on this at several webmaster 
forums.  M$ is getting their data from questionable sources 
that are obviously not researching the websites inaccurately 
tagged.  Plus if enough of one's competitors report one's 
website, this can also do it.  This is yet another lawsuit for 
M$.  I posted something about this a few months back.

It may be ZAP that's causing the 403, or some of IE7's 
settings.  Maybe IE7 is also blocking access to these type 
sites now.  But since it's a 403, which is a "forbidden" error 
**by the server**, this usually means **YOUR** IP address has 
been denied by the website.
