You may have just answered that yourself, but yes that can happen. A decent power supply has filters to compensate for 'some' fluctuations, but not extremes. If a surge protector goes bad it can cause fluctuations. I use a UPS backup which is not just a battery backup, but also protected and filtered. -Clint
