On other attempt with CPAN shell, parldyn.exe was copied correctly, make
failed on parl.exe.
When building manually, I get error that entry point to
"Perl_croak_xs_usage" is not found in IO.dll.
Similar error was reported by other cpan tester:

There are at least 500MB free on my drive C.
