As a fall-back, you can always install PAR::Packer
directly via "cpan" if you set up a C compiler to work with your Perl.
Just a little additional info on that:
Setting up a C compiler (and make utility) to work with ActivePerl is now
very easy. You just run
ppm install MinGW
