I don't know about an official list, since many of the groups I've been interested in are unofficial in any case (alt.*, plus before I switched to Linux at about the turn of the century, the microsoft groups, and since then, the gmane server specific gmane groups), but most NSPs (news service providers) will have a publicly available (on the web) list of the groups they do carry, in addition to the newsgroup list fetchable via nntp once you're actually authorized to use their servers. -- Duncan - List replies preferred.
